At the end of the eighties, the academic bodies of the University of Milan set up a program to find new spaces to dedicate to innovative research activities in strategic sectors and to extend the educational offer also to disciplinary fields in which the intervention local public was absent.
The Ministry of University and Scientific Research, with the three-year plan 1991-1993 prepared by Minister Ruberti, proposes for the planning the instrument of the multi-year development plans and for the decongestation the doubling of the universities with more than 40.000 members . The University of Milan, designated as one of the mega-schools to be decongested, is authorized to establish university centers in the urban area .
The 1993 financial law, law 498 art. 3, authorizes social security agencies to acquire properties to be leased to universities and public research organizations, using up to 20% of the funds available for the years 1993 and 1994.
In September 1993, the City of Milan, with a resolution of the junta, indicates the Bicocca area for the establishment of the new University of Milan
