1. Financial & Policy Adjustments

2. English & Work Conditions

  • IELTS 6.0 overall now required (was 5.5).
  • 48 hours per fortnight work limit during study; unlimited for research degrees.

3. Traffic-Light Visa Processing Model (Effective Nov 2025)

The Ministerial Direction 115 introduces a traffic-light approach to assess institutions’ compliance with enrolment caps:

  • Green Zone (<80%) – Fastest visa outcomes
  • Amber Zone (80–115%) – Standard processing
  • Red Zone (>115%) – Slower outcomes

Institutions maintaining strong compliance will gain processing advantages, attracting more international students.

4. Visa Transition Restriction

Students can no longer switch onshore from Visitor or 485 visas to Student visas — reinforcing offshore application integrity.

Subclass 485: Temporary Graduate Visa (Post-Study Work) Reforms

The restructured 485 visa aligns post-study stay duration with qualification levels.

1. Updated Streams

  • Post-Higher Education Work Stream – Bachelor’s, Master’s, PhD
  • Post-Vocational Education Work Stream – VET
  • Second Post-Higher Education Work Stream – Regional extension

2. Eligibility & Duration

  • Age limit: 35 years
  • IELTS 6.5 overall (min 5.5 per band)
  • Duration:
    • 2 years – Bachelor’s/Master’s Coursework
    • 3 years – Master’s Research/PhD
    • +1–2 years for regional graduates

The 2023 two-year skill shortage extension is now discontinued.
